[EAS] BLU Alert Comments.

In Alabama, we have protocols for Amber Alerts, Blue Alerts, Missing Senior
Alerts and Missing Child Media Alerts (don't meet Amber criteria).
Only Amber Alerts go over EAS. The others are distributed via email and
posted to the Alabama Law Enforcement Agency (ALEA) website. In addition,
the Alabama Broadcasters Association distributes them via email, Facebook,
Twitter and on our website. (There has never been a Blue Alert issued.)
Since January 1 of just this year, we've had the following alerts. Four of
them went over EAS. You can see why we would NOT want to have any
additional alerts going over EAS. There are so many that it would cause
people to stop paying attention.

Is the Blue Alert turning into to one of those things that organizations
won't speak out against because the inference is that anyone who is against
it is anti-law enforcement? Perhaps all of these "groups" that want all the
colors of rainbow ingested into our warning systems should consider paying
for those systems, rather than putting the financial burden on the stations.
