It sounds like to make an EQW Viable you first need to develop a
specific tone/sound that is dedicated strictly to the EQW. Then upon
receiving an EQW the box immediately airs that Tone in place of the
attention signal. It's not like you'll have time to disseminate much of
a message. So the Tone alone should be enough information to let those
that hear it know what it is and means. By the time any message could be
delivered it would be a bit late.
Then of course some public education would be required to say if you
hear this "annoying sound" hang on, since things might get a bit shaky
in a few seconds, if haven't already been shook!
Then again I'm in Florida where the ground pretty much stays put, unless
it sinks.
