[EAS] Form 3 Deletes IPAWS Entry

I'm wondering why everyone is rushing to to do Form 3.  We have a couple 
of weeks or more to get more to use to get input from the public and our 
own associates about what they heard and think.

Can't some of you agree that hold the fidelity of the announcer to voice 
grade for best clarity in future tests?  Has more of an emergency aura 
to it too if it has a CB radio - or bunker to hut military sound to it.
