[EAS] NTP redux

As most have noted, the NPT went well yesterday, although a few items
have already developed. For example, some silence issues were noted.
A few comments have come in indicating this may be due to the handling
of the analog mp3 vs the CAP audio file.  One TFT owner noted a config
setting of "enable TTS" was no set.
