[EAS] ATSC 3.0: Furthermore re: Fire

With ATSC 1.0, a state-wide broadcast TV network isn't needed.   A one-stop
statewide network may be lot more convenient, but as in the case of Ohio, it
is completely doable where the public TV stations are individual operations.
Takes more coordination (perhaps with both commercial and noncom stations),
but is it both doable, and has been done.

Speaking to ATSC 3.0 (as a principal contributor of the ATSC 3.0 Advanced
Emergency Alerting specification), a few clarifications:

1. - ATSC 3.0 would have the same IP data broadcast capability as ATSC 1.0
(with greater efficiencies).  So waiting for ATSC 3.0 is not necessary - the
foundations for ATSC 3.0 CAP transport are being laid in what we are doing
in Ohio with ATSC 1.0.  However, funding is always the challenge.

2. - ATSC 3.0 has a separate function under Advanced Emergency Alerting
(AEA) that will allow specialized alerting communications and signaling
between the station and the TV receivers.  This includes emergency
information, graphics, video and even a device wake up (for the most
critical of alerts).  Organizing the possibilities for this advanced
emergency communications is what the AWARN Alliance is working on.

It's a wonderful thing if you have the resource. Illinois doesn't have a
state wide broadcast network in either radio or TV. It's back bone is a
bi-simulcast of two state 45 Mhz radio systems which provide 100% coverage
of the state for it's EAS dissemination to LP-1 and LP2 stations. Such a
system has it's own sets of advantages and disadvantages.
