As always consult with a communications attorney. Currently PSHSB and
ETRS still feels like its in the "carrot phase." They want people to
file test reports. And appear to still be accepting even late
registrations.
I'd expect PSHSB/ETRS to send one more round of courtesy reminder letters
around November 14, 2016. Hopefully, they will do a better job on the
mail-merge of the letters and list the specific license/database record
in question.
Sometime after that, I'd expect PSHSB will turn over its list of missing
licensees to the Enforcement Bureau and the "stick phase" begins. I doubt
EB will do anything based solely on PSHSB's list of missing reports.
But a list of non-reporting licensees could serve as a way to prioritize
future inspections. Non-reporting entities usually have more than one
issue.
So talk to your communications attorney, and take advantage of the carrot
phase to file your ETRS report now. The ETRS folks are reportedly very
friendly (if a little over worked right now).
