Thanks for the report. I've updated my spreadhsheet of legacy equipment
support of 000000. HollyAnne seemed to be an old favorite (or horror) of
many people, but almost all have disappeared from production use.

I listed the HollyAnne as "partial" support because there are actually
multiple requirements for 000000 support in the 2015 EAS Sixth Report &
Order. Relaying 000000 without crashing is obviously the most important
one.
Although there are still several unknowns, I have yet to hear about any
legacy EAS equipment which can't relay 000000 at all. The National
Weather Service discussed using 000000 in the 1990's, so most programmers
at the time didn't block it as an error.
The problems are usually more subtle. The equipment may be unsupported,
but not necessarily nonfunctional.
