[EAS] Spanish Language Version

Doesn't getting the Spanish language version of the NPT depend on how you
receive the test? If the test arrives first from an over-the-air source,
like a PEP or NPR station, won't the equipment play that version first and
ignore the CAP message with the English and Spanish version? Is there some
way to make sure that stations get the CAP version first? Should Spanish
language stations turn off their over-the-air sources for this test? 

 

The test message will be transmitted in both English and Spanish, with EAS
Participants deciding which version to use for their communities.
