[EAS] Fire

We've had considerable experience with Wildfires here in Washington State -
Thankfully, they were not too bad this past summer - 

Here are some random thoughts - 

> Like a lot of public warnings  - You have no clue as to which system to
use to reach those in danger.

> If it's really bad - You are probably best to use all you have and hope
that the word will get out.

> Reverse 911 and other land-line based systems were very compromised.
Telephone poles burn really good...we ended up with a lot of telephone
system burned/melted and out of commission.

> WEA is effective - As look as those systems are still up and operating.

> I highly recommend that we take a page out of the EBS Playbook - and work
hard on establishing an out-reach that will inform citizens where fire
evacuation warnings will be distributed.    In the EBS days we would
distribute where to tune flyers, buttons, refer magnets etc etc so that the
folks new where to tune their radio for emergency information.

> LECC's should be managing all the public warning systems for each local
area (and not stop at EAS)  Officials need to know what they have in terms
of warning systems and how to use them when the time comes.    There is way
too much waiting until the 11th hour to try and figure out what to do to get
the word out
