[EAS] Fire

Does anyone else see an underlying problem when people respond to an EAS/WEA alert by calling 911 or other agencies?
What part of -you are in this county and this county is being warned-, do they not understand?
On the flip side, why an alert for so many that affected so few? Or did the alert not carry sufficient information?
Don't people, after getting an alert not check in with local media to get further information?
Isn't local media providing information after the door bell has rung?
Don't people understand that they should not call 911 to ask questions but only to alert to report an emergency of which they have immediate and first hand knowledge?
SETI is right to search for intelligent life elsewhere in the universe.
