Of course we haven't seen forms 2 or 3 yet, and I know this a federal 
government, BUT what in the world are they thinking!!!

How can it take 3 forms and a spread sheet to figure out if the test 
worked or not.

Even if the test works the reporting will likely cause a national 
disaster.
