In Mexico, there is an earthquake warning system for Mexico City that is triggered by fault sensors near Oaxaca on the Pacific Coast. The system provides about 90 seconds of warning time to Mexico City and is relayed by VHF repeaters to about 10,000 schools in Mexico City. I have observed classes of 25-50 students evacuate a second-story classroom in 45 seconds after the warning is sounded.

I think there are a plethora of advance notification applications where a
mere second can have an impact...the below being but a few.
EAS is certainly not the tool for this. WEA...maybe. Background
channels...certainly.
