I concur in part and not so much in others.

I agree the notion of unbridged silo's need to be bridged with a solid and
mutually beneficial bridge so a unified messaging system is in place when
(not if) it's needed. This would also include the broadcast silo.

However, part of the bridge is a clear and definitive understanding of
when the system should/would be implemented. And equally, if not more
important, when it should not.

In this instance, if the AHJ has specific knowledge of a significant large
scale threat being carried out by person X, blowing the trumpet may
produce leads leading to capture in addition to instilling a frightening
panic of those within the defined threat area. Chillingly OTOH, it might
lead to the object of the search to simply engage and act at their present
location.

What hasn't been spoken of yet is the possibility the AHJ may have learned
of a 2nd round and decided the risk of panic was sufficiently justified in
preventing more events.

Therein lay the paradox of dealing with an event directly controlled by a
human. Which is certainly not the same as a nature involved event.

In any event, EM's need to mindful of the this circumstance when blowing
the WEA trumpet in a given area.  Particularly when it will go to 7
million or more devices.  Many of whom only equate media to radio and TV
(and by extension cable TV).  Not the social media of Twitter, Facebook,
SMS, email, Snapchat, et al.
