[EAS] WEA used in NYC bombings

I don't agree with the following- 

Richard rightly points out that stations need to decide what their mission
is. If it is all music, then do minimal EAS requirements

The whole Idea behind EAS was to reach as many people as possible by all
possible means.     You have no clue who is listening to which station or
watching which TV station.   The goal is not to just reach people who enjoy
other than music programming .    Selective public warnings like this is
like saying that WEA messages should only be delivered to AT&T cellphone
subscribers.    

Public warnings that involve saving lives - should be broadcast by all
available means -always.

Now we get into the distinction between public warnings and public
information ....If that were the case...then sure, let those broadcasters
that wish to public information do their thing with the info and those who
would rather 'plan the hits' ignore it - as they do now.

The foundation problem with EAS is that the only thing broadcasters must to
is broadcast a presidential message....they have no legal obligation to
carry anything else - regardless of how many lives might be save.   After
all - Profit overrides saving lives in the majority of cases.    Moral
obligations are not a critical to be licensed by the Commish.
