[EAS] WEA used in NYC bombings

I think if a specific known threat is real and imminent based on specific
facts for a specific area, such would be ample reason to blow the WEA
trumpet for that specific area of interest. However to, as was pointed,
use WEA as a huge area "Wanted for" after the fact decreases the
credibility of the system for hazard alerting. Especially if the issuing
authority didn't convey that information to media prior to the message
dissemination.

HOWEVER, much as I believe CAE is not and appropriate use of EAS, WEA is
the perfect mode and tool for alerting child abductions.
