Historically, when there is a computer failure at the FCC for whatever 
reason: power failure, hardware failure, moving to a new hosting facility; 
the following business day the FCC will post a Public Announcement 
extending all filing deadlines by an equivalent time (i.e. 1 day).

You can't predict there will be a computer failure or extension of time to 
file. So you should attempt to file on time.

However, I suspect because this is the first time using ETRS, they will
be somewhat lenient.  The FCC wants as many people to file the test 
reports, even if late -- just not too late. For example, they are 
still accepting late-filed ETRS Form One registrations.

But don't count on leniency. At some point, someone will be the 
enforcement example. You don't want to be the example. Your EAS equipment 
can fail completely on September 28, but don't forget to file the 
paperwork.
