[EAS] What About Legacy for the NPT?

I'd guess the IPAWS is hosting the audio on a third party source with
adequate capacity.  If, for whatever reason, the audio file is not
available, then TTS is a backup, since the text of the CAP message would
match the intended audio.  FEMA has been very careful with that to date.

Gonna be really interesting to see how the CAP servers hold up when
thousands of EAS boxes are requesting downloads of the same audio file.  

We have had a couple of Amber alerts go south in the last week because the
audio file download timed out.
