[EAS] What About Legacy for the NPT?

That is what I would expect, NPTs from OTA as well as CAP ... it will be a
race condition between the EAS relay and CAP polling.  Stations may well
receive the EAS message first, if their IPAWS polling does not happen first.
"Transmit immediately" really makes this a race.

Does anyone have an idea of how the legacy side of things will shake out
during the NPT?
I presume that I will receive NPT's from all of my OTA monitoring
assignments when they relay theirs?
