Construction permits are included in the CDBS file.  Depending how the 
ETRS folks did their database query, they could have picked up a lot of
non-active records and non-license types. Like any government notice, you 
shouldn't just ignore it.  Ask them at ETRS at fcc.gov for more info.

In theory, a construction permit is not one of the license types 
specified in EAS rule 11.11. But only the ETRS folks can tell you what 
triggered a notice, and your communications attorney can advise you what 
to do about it. INAL.
