...but even with a successful NPT, we still don't know if an EAN will work
as designed. The NPT will last about a minute, an EAN has no time limit and
the only way to test that capability is to send a three minute, or longer,
EAN. I'm sure it's been tested in the JTIC lab and FEMA is pretty sure it
works, in theory. Most broadcasters would have strong objections to running
a three-minute EAN test. But someday some pimply-faced hacker is going to
take over the airwaves with an EAN and then things are going to get really
interesting.

One thing to keep in mind is that in 2011 the actual EAN code was used for
the test.
This time the NPT code will be used and it is inherently a Test as opposed
to an actual Emergency Action Notification.
