[EAS] Who and when should 000000 be used?

My advice to add the "do not use 000000 code" information to the EAS handbook was aimed at the government, if or when they revise it again as promised. 
I'm sorry if I didn't make that clear.
"The handbook is the handbook", therefore un-editable under penalty of law.

Anyone have any mattress tags they want ripped off?
