[EAS] Who and when should 000000 be used?

A challange for EAS decoders is IPAWS is used for PEP, CIV and NWS.

When you get a IPAWS message using 000000 location and the CIV org-code,
should that be expected by EAS decoders?

Should FEMA always use PEP as the org-code when it uses 000000?

Should IPAWS transmit its RWT each week using regional location codes, and 
the org-code CIV as it currently does?  Or should FEMA start transmiting a 
RWT with a 000000 location code and org-code PEP?  Or should FEMA use some 
other combination?

FCC doesn't need to change its rules.  It would be helpful for EAS 
participants know what to expect from IPAWS, so they can configure their 
EAS decoders appropriately.  Not just a RWT, which may be a one-time 
thing, but also for whatever codes FEMA could use.
