[EAS] Who and when should 000000 be used?

I can think of one...the current FCC rules do not prohibit it.  Moreover,
the rules ***require** encoders be capable of originating all EAS massages
from and for any FIPS code(s).

So this is one instance that that such a move would require a rule change.
