[EAS] Who and when should 000000 be used?

Should 000000 be limited to only national originators, i.e. Primary Entery 
Point (PEP) Org-Code or used by any type of originator (CIV, EAS, NWS)? Or 
does this increase the risk of someone accidently sending a local EAS 
message with a nation-wide location?

Should other national relay networks such as National Public Radio NPR 
sqwuak channel, Premier satellite networks, DBS/SDARs use 000000
for their RWTs? Or which location code should they use with a national 
footprint?

This doesn't neccessarily require a formal FCC rule, just publication of 
operating guidelines.
