Tim,

The log file will tell you which filter was matched.  We don't have a 
new default filter for RWT.  My guess is that you matched the OTHERS 
filter, which by default will match all of the event types.  OTHERS 
also does not include any location codes, which is the old way of 
telling the ENDEC to accept any location code (which includes the 000000 code).

To reduce the number of alerts that you match, don't use the empty or 
"any" indication for filters, use "local area", or provide an explicit list.
