[EAS] FCC Clarification on new EAS Handbook

I agree with that now Gary,

On the other hand when the handbook first came out those directives were unclear if they existed at all. 

When the new book came out I thought to myself, they finally got it right. The FCC started the conversation and will let stations finish it in a way that makes sense for the station. 

I can write instructions (and have) for our operators to tell them exactly what to do in the event of an EAS test or alert, or if an alert gets stuck. And do it in a lot fewer than 14 pages. It still seems that the "one size fits all" mentality prevails.

At least the IRS doesn't decide to throw a new tax form into the mix on March 15, that everyone needs to fill out and then a week later changes their mind about how it should be filled out. Then follow that up with "we didn't get a form from you" spam.
And the IRS doesn't send notices to my parents about my taxes just because I used to live at that address.

We scream to the rafters to get Washington to do something. I guess we forgot to say we wanted then to think about it first.
