It looks like the listserv bot stripped my inline images of the FCC webinar, so here's what they say regarding broadcast stations:
Who Must File:
- Radio: Analog and digital AM, FM, and LPFM stations
- TV: Class A TV, LPTV, DTV broadcast stations
Who is Not Required to File:
- LPTV stations that operate as translators
- FM booster stations and FM translator stations that entirely rebroadcast the programming of other local FM stations
- Broadcast stations that operate as satellites or repeaters of a hub station and rebroadcast 100 percent of the programming of the hub station (but the hub station must have compliant EAS equipment and must file in ETRS)
As noted by others, this is the same language as in Part 11 regarding what stations are subject to EAS rules and which are not.

The FCC FAQ is so screwed up. Looks like someone wrote it with auto correct on an iPhone.

States that if LPTV is a translator, then no, you're not required, but it doesn't explicitly say "yes, LPTV is required". And I didn't know LPFM was required as well... I seem to recall the webinar saying that LP was exempt...
Also, what's an "LPFM Televisions stations"? :P
