As always, consult your communications attorney.

A rule of thumb is if a facility is required to have an EAS box, its 
required to register in ETRS.

Check 47CFR11.11 paragraphs (a), (b), (c), and (e) for which facilities 
are part of the EAS, i.e. required to have an EAS box.  Although there
is a relationship between FCC license types and EAS participants, it is
not one-to-one.  Satellite/repeaters of a hub station (the hub requires 
an EAS box) are the most likely exceptions because satellite stations 
don't have a distinct license type.

ETRS probably sent a reminder note to all licensees with facilities not 
found in ETRS. Even if some of them don't need to be registered in ETRS, 
because there was not such thing as a "not applicable" ETRS registration.

It would have been more helpful if ETRS identified the specific license 
that triggered the courtesy reminder notice.  But sometimes doing a 
mail-merge is difficult. Contact the ETRS staff and ask them which 
license they think isn't registered in ETRS.
