[EAS] FCC Clarification on new EAS Handbook

So form three not only ask about the test but also ask about the handbook?
And there may or may not be yet another version of this distributed prior to the big test?
I had made changes to the EAS handbook.
I fixed errors, added specific instructions for our station, deleted anything not related to our station's EAS operation. All so that an operator could find what they needed to bail out of a stuck test. Went from 14 pages to 7 including the index which of course had to be changed.
Then the fed said you can't change the book except to add specific operator instructions.
But if adding those instructions forced some of the text to another page, then the index would be wrong. So I printed out another copy from the link below.
I placed both in a binder called EAS handbook.
The unedited version is in the front.
The version that is actually helpful is in the back.
Operators are instructed to use the back version during tests and the front version during an inspection.
I assume that it is OK to NOT enter any information to the "Handbook that is the Handbook", or is not changing anything also trouble?
