...but how much of the confusion resulted from the fact that not all radio
and TV stations received the CAP version of the EAS activations? Just
because a CAP activation is issued doesn't mean every station will receive
it and rebroadcast it as a CAP message. It all depends on polling intervals.
If the station receives the activation from an over-the-air monitored source
first, the EAS equipment will see that Legacy version of the message as the
"original" activation and any other messages, including the CAP version, as
a "duplicate" message. Now we learn that three activations were sent. How
confusing was that? Even if the station is staffed, I don't know if there's
any way for a Master Control Operator, Board Operator or other staff to
intervene and push out the CAP version of the activation rather than the
Legacy version.
