You misread me, I'm not dismissive at all of next gen solutions.  You know
that 10 years ago, we both tried to work with out-of-band IP broadcast
dissemination, with FEMA.  Yes, the project had some (understatement)
problems in execution, but critically also ran into ... once again ...
vested interests and the "not invented here" syndrome.  

Today, we're again deploying a state level system in Ohio that will provide
robust IP broadcast dissemination of CAP and multimedia.  As a bottom-up
approach that is inclusive of all the key players, this project stands to be
a long-term success.

But at the same time, I'm not completely dismissive of in-band solutions ...
at least not yet.  Yes, an in-band upgrade may merely be a band-aid as
next-gen out-of-band solutions are deployed (likely after much hand
wringing).  But, if we continue at the historic development pace of EAS,
that band-aid may be a  necessary stopgap until real next gen capabilities
are integrated.

Or, if we do manage make the leap to next gen EAS, then may all we have
wasted is another couple of committee meetings debating in-band.  And, lord
knows, my life seems to be consumed with committee meetings these days ...
