Well Said Art !

True that... and "nuances" is putting it politely.  The hybrid was a
transitional expedient, not a permanent solution.  The SAME encoding is
broken, fundamentally, and needs to be retired.  Not necessarily with
another version of in-band "on the program" signaling, but hopefully with
something appropriate to the digital era of broadcasting.  We certainly
shouldn't exhaust our energy trying to preserve the Legacy Protocol in
perpetuity.  

EAS needs a roadmap to its future... at least if we're going to continue
encouraging state and local agencies to rely on it.  

We are 'stuck' with SAME based systems due to several reasons.....

> Our determination to have everything be reverse compatible
> Lack of funding to move forward
> Lack of leadership to inspire us all to work toward a common goal.
