The National Periodic Test on September 22 will experience the same thing. 
Some video participants will get the NPT via CAP first, others will get 
the NPT via EAS from their LP, SP or NP first.

States with longer experience with CAP suggest their primary stations 
delay relaying CAP messages by one minute, so downstream participants have 
a chance to get the message via CAP first.  Of course, since the NPT is 
"immediate" there is no delay by SP or LP stations, so its more likely 
there will be more downstream stations that get the EAS version first. 
And therefore, only have the FCC required text for the text crawl.
