While I don't live anywhere near the Las Vegas are, I have spent a lot of time in the area over the 40+ years. My impression is that maybe flash flood and, in a few places, wildfires are the only EAS worthy events and those are sketchy in my mind. 

There can't be a flash flood without an advancing rain system and fires are a definite maybe since once they start are no surprise. There may be a few additional events in the state near the Union Pacific rights of way. 

But you are right that stations in areas that don't have immediate threats just program EAN and tests for good reasons.
