Hmm - thinking about this.  

Looking at 11.51(g)(3) as an example, cable operators "Shall transmit a
visual EAS message on at least one channel. The visual message shall contain
the Originator, Event, Location, and the valid time period of the EAS
message. Effective June 30, 2012, visual messages derived from CAP-formatted
EAS messages shall contain the Originator, Event, Location and the valid
time period of the message and shall be constructed in accordance with § 3.6
of the “ECIG Recommendations for a CAP EAS Implementation Guide, Version
1.0” (May 17, 2010), except that if the EAS Participant has deployed an
Intermediary Device to meet its CAP-related obligations, this requirement
shall be effective June 30, 2015, and until such date shall be subject to
the general requirement to transmit a visual message containing the
Originator, Event, Location and the valid time period of the EAS message."

In 11.51 (and again in 11.55) the FCC is making explicit reference to
section 3.6 of the ECIG guidelines, which are
header+description+instruction.  The cable operator does not have much to do
with the content of the display (that is, they are generally just displaying
the text derived from the EAS device, whether in a forced tune channel or a
crawl).  The EAS device needs to be in conformance with the ECIG guidelines
(which the conformity testing in part examined).

This is all to say, I'm not necessarily disagreeing with you.  Part 11 is a
challenging document, and I've noted before that it does not rise to the
level of a technical spec.   But I think in this particular area of EAS text
output, the rules (Part 11) and specification (ECIG) are pretty clear, at
least to me.

Ed,
My understanding is that "FCC Required Text" is for the text to speech, not
for the text crawl. The county said they heard zero complaints about the
text to speech, it was complaints about the text crawl that they received.
