Hi, Mark:

Thanks for your insights on this event. I like your emphasis on the word CERTAINTY as an important CAP dimension to improved public alerts and warnings on all waning paths.

The current FCC rules are indeed ambiguous on TV text crawls, and we will most likely have further discussions here and elsewhere on issues that are baked into legacy EAS equipment still legal for use.

Another man's opinion: We will continue to be saddled with legacy EAS issues for some time on the road to improving timely and accurate delivery of emergency public alerts and warnings. 

Of that I am "certain".
