Part of the issue here is the after-incident response be county authorities.
- the Suffolk County erroneously blamed FEMA. 
- then they erroneously blamed an unnamed system to automatically issuing
the EVI.
- The county then blamed "the system" for automatically truncating EAS
messages.  Well, this is sort of correct (standard EAS messages are short),
but shows a lack of understanding of how EAS works.

Public confidence would be served by a better knowledge of local officials
on "the system" and how to use it.  Public confidence would also be better
served if some officials were not so quick to "invent" stories, but that of
course is part of life in the real world.
