As I said on the other list, it was a dumb idea to try as it would have reached virtually no one. First, slow moving event like a tropical storm where the path was known in advance is not EAS worthy. Second, there are only three ways on or off fire island which are ferries at Bayshore, Sayville and Patchogue. A call to those three docks or an alert on the Coast Guard channel would have alerted the ferry companies, who were already announcing shutdown of service, and that would cover all those on the mainland. Alerting the dock masters on Fire Island who would post a sign and blowing the sirens would be more effective.

As I said earlier, virtually no one watches domestic. TV as it is very difficult to receive and there is no cable service. Those who have TV have satellite. People don't spend the amount of money they do to stay out there and just listen to the radio. WEA is useless as there is virtually no cell service. Few people other than businesses have phones ( except businesses for credit card machines) so reverse 911 is no good either. This is slightly different on the far west end I will admit, but not that much.
