Actually today, with the hundreds of thousands of laws we have on the books, sometimes ignorance of the law has worked as a defensible excuse. I'm sure all of us have run afoul of such laws as not manufacturing cigarettes in a basement in Wisconsin, or taking a lion into a movie theater in Baltimore ;) It goes back to what I was saying about all the laws we have in this country. In this case though, I would have to agree with the consensus here that it is a person who simply wants to shirk some of the burdensome responsibility imposed by law (and perhaps a little public responsibility in this case) to make it easier. This is just human nature, and it is especially true if $$ are involved. And sometimes, this is why laws have come to exist.
