[EAS] EAS monitoring sources

Just got off the phone with an engineer who is responsible for a string of
LPTV stations, each with their own resident EAS units at various transmitter
sites who insists that RWT's from all monitored sources must be
rebroadcast...except for CAP EAS tests, because "CAP is still
voluntary"...He is upset because our August RMT was issued by the state on
their CAP platform and now he thinks he has to go to each transmitter site
to "reprogram the EAS equipment".
