[EAS] IPAWS EAS Feed Notifications (Monthly Report) correction

EAS Participants,

The EAS RWT report for September sent yesterday was incorrect.  This is the corrected version.

NOTE 1: The RWTs for Monday 9/12/16 were digitally signed with an expired digital certificate.  If your EAS receiver is set to "check signature" then it would have rejected the RWT. 

NOTE 2: There was a "make up" RWT issued on 9/14/16 utilizing the all zeros FIPS code. Your EAS device may or may not log reception of this RWT as EAS Participants are not required or expected to have a filter set for the combination of RWT with All-US.

NOTE 3: There were three RWTs sent on Monday 9/19/16. The Eastern Time Zone RWT also contained FIPS codes for Atlantic and Chamorro EAS participants. The Mountain Time Zone RWT also contained FIPS codes for Western Samoa, Hawaii-Aleutian, Alaskan, and Pacific EAS participants.

NOTE 4: There were three RWTs sent on Monday 9/26/16. The Eastern Time Zone RWT also contained FIPS codes for Atlantic and Chamorro EAS participants. The Mountain Time Zone RWT also contained FIPS codes for Western Samoa, Hawaii-Aleutian, Alaskan, and Pacific EAS participants.
