What happened to the EAS software-only products?

>From 1996-2006, there were a couple of vendors selling EAS software, which 
didn't require separate EAS hardware.  Multi-channel EAS receivers are a 
complicated, but EAS alert origination could use just the standard PC 
sound hardware connected to a public safety band radio.

If I recall correctly, the EAS software-only products were priced $500 to 
$1000. Was there not enough market demand from Emergency Management 
Agencies?
