Thanks for the clarification.

Still the TDL should be set up so that testing can be done 
realistically but never to be confused with the real thing.

In days past hotels in San Francisco wired their XLRs Pin 3 
ground.  That way nobody could use foreign equipment but had to rent 
from the hotel.  They would offer a special adapter for $25/day rent 
that reversed Pins 1 and 3 if you insisted on bringing in your own equipment.

Same could be done with the TDL.

Bottom line is any CAP / EAS / IPAWS message that is sent out to the 
public must be official.

There is no such thing as fool-proof.  Fools are far too ingenious.
