[EAS] Multilingual support for CAP messages

I have been following this thread and have some comments - 

Geo-targeted messages, Via WEA,  are a dream come true for those that issue
them.    Think of them like sirens that can be individually turned on.   The
problem is that not everyone fully understands the locations of these
polygons and the impact on their boundaries.

For Broadcasters we have a whole different set of issues because  Polygons
are pretty much useless due to coverage areas that cannot be confined to fit
events

Some have been asking why emergency messages are sent on various
systems/services at the same time.    The answer is simple - You cannot
possibly know who is able to receive the message by what means, so you use
them all.  (As they have said - by all available means).      This is the
'scatter-gun' approach...perhaps crude but effective.

The other factor worth mentioning is that receiving an emergency message by
more than ONE method is a means of verification that the message is for
REAL.     Children learn this at an early age....
