[EAS] Multilingual support for CAP messages

I'd give anything to get a full compliment of WEA alerts. Since the program started I've only gotten flood warnings here in Chicago on AT&T. It's frustrating because our household doesn't have cable or OTA tv. Thankfully the NWS has an SMS alerting service but it's really a shame that a purpose built system isn't used to its full potential.
