There isn't much information about how many broadcast/cable systems
opt-out of everything beyond the absolute minimum (EAS tests) or carry
breaking local news 24/7.
Arbitron had some data from 2005 that 52% of radio stations in
the southeast carried hurricane alerts during that hurricane season.
Hurricanes have multi-day advance warning, so immediate alerts aren't
as critical. I don't know if things have changed since 2005.
If the public is aware of an emergency, they usually check (confirm)
other sources. But if they don't know about an emergency, will they
check other sources? Competitors usually don't like telling their
audience to change channels, but now that many station groups are owned
by the same company maybe that business decision has changed.
