NOAA/NWS has done a fantastic job.  Deaths during tornados have been
reduced over 45% since 1986, thanks to better warnings, building 
construction, etc.  Although 2011 in the top four of the deadliest years 
in the last 100 years.

But the EAS is not for teaching people, it's a warning system. Teaching 
people not to drive across flooded roads is a topic for driver's education 
classes and driver's licensing tests. Along with don't drive around 
railroad crossing gates and don't follow GPS driving directions when 
there is no road.
