[EAS] Multilingual support for CAP messages

What is lost on some folks who are too close to the woods is that not
everyone, let alone the majority of people, are going to have media
engaged at many points of their waking day. Not to mention areas where
cell/PCS service doesn't exist.

Not everyone is going to be reached unless they go out seek an means to be
alerted. Such as the NOAA WX radio. But even those have their limitations.

Then there are the brokered stations which are often multi-lingual. Five
of our stations are multi-lingual and several change languages multiple
times a day. We have upwards of 50 different languages and dialects across
all our stations.  And as other have pointed out, some of the same
"languages" are not really the same. This is nuts.

Other than Canada, which by law is completely bi-lingual, I'm not sure of
any western country which requires official alerting in multiple
languages. The system is already complicated enough as it is just for
American English.
