[EAS] NPT ETRS URL

ETRS hasn't been released yet.  We don't have to report for this test.  The NPT scheduled for 9/28/16 is a different matter.  My understanding it that it will be mandatory and reporting will be required.  The other difference is that the September NPT will use the new location 000000 for ALL of the United States.

With regard to using the new location code for EAN and NPT, the FCC deadline for having it programmed into your box is the end of July, 7/30/16.  It can be added to Monroe and most brands of EAS box.  Do NOT attempt to add it to a Sage ENDECyet.  The Sage requires a firmware update, but that update has not been released yet.
