When new event codes were added in 2002, there was no requirement
to update old equipment.  New equipment must include them, but
old equipment could continue without new codes until it was
replaced.

In practice broadcasters and cable systems configure or forward very few
of the weather event codes.  NOAA wants the new event codes, but there
was no demand or even comment from broadcast/cable systems about the
proposed event codes.  I expect the new event codes will be ignored
by most broadcast and cable EAS boxes.
